H9. Domestic Violence

HMRC support employees experiencing domestic abuse as sensitively and practically as possible, working with the individual and within confidentiality guidelines.

HMRC worked collaboratively with the trade union side to develop and publish guidance providing information and support for staff who experience domestic violence/abuse, and for their managers and colleagues. Guidance is available online and can be accessed by all employees.

Managers’ Guidance includes:
• Supporting jobholders
• Common signs
• Discussing Domestic Abuse
• Disclosure
• Safety/support plans
• Impact on attendance and performance
• Dealing with abusers when they are employed by HMRC
• Signposting to further sources of support, primarily HMRC’s in-house Managers’ Advice Service and Occupational Health, Safety and Wellbeing Advisors.

Employees’ guidance includes:
• Getting help and support
• If your circumstances affect your ability to do your job
• Reporting to the Police
• If the abuser also works for HMRC
• Signposting to third party agencies

HMRC have an Employee Assistance Programme (EAP) available to all employees 24/7 and offering counselling when deemed beneficial. The EAP also provide a dedicated managers support service to support HMRC managers to effectively manage the welfare aspects of complex people issues.

Next steps:
1. We will keep our domestic abuse guidance under regular review ensuring it reflects best practice.
2. We will maintain a stakeholder relationship with CAADA (Co-ordinated Action against Domestic Abuse) to learn from their organisation.
3. We will review available management information identifying any rise in reported incidents and take action to further publicise best management practice.
4. We will publish an article on Domestic Abuse as a ‘Hot Topic’ on our intranet news page, raising awareness and promoting best management practice.
