Cornwall Council understand that a positive health, safety and wellbeing culture in an organisation is driven by a visible active commitment from senior managers and is dependent on the effective corporate arrangements to plan, deliver and monitor health safety and wellbeing. These arrangements are described in detail in the Councils General Safety Policy. The ultimate responsibility for health safety and wellbeing in the Council is held by the Chief Executive Officer, although a Corporate Director acts as a champion for health safety and wellbeing within the Council and each directorate has its own champion at Head of Service level. Elected Members are also included within the corporate governance arrangements and are represented by a nominated Elected Member Lead for health safety and wellbeing. The Health Safety and Wellbeing Group is essentially the Policy and Performance Monitoring group for the council in relation to Health and Safety and sickness absence.

The Health Safety and Wellbeing team report quarterly to the Corporate Leadership Team on key issues, while sickness absence is a corporate indicator and published at directorate level.

Cornwall Council Health and Wellbeing Steering group focusses on protecting, maintaining and improving employee wellbeing and meets bi-monthly. The group is chaired by the head of People and Organisational Development with representation from a Corporate Director, The Director of Public Health, Communications Lead and high level partners including leisure and health promotion services.
