H5. Smoking Cessation/Respiratory Health

In 2012 Cornwall Council introduced a Smoke Free Policy. The policy acknowledges that breathing other people’s smoke is proven to cause ill health and is both a public health hazard and a welfare issue.

Cornwall Council are committed to:
Guarantee a healthy working environment and protect the current and future health of employees and members of the public
Guarantee the right of everyone to breathe in air free from tobacco smoke
Comply with the requirements of the Health Act 2006, Health and Safety Legislation and Employment Law
Raise awareness of the dangers associated with exposure to tobacco smoke
Support employees who wish to stop.
Exclusion of preventable carcinogenic substances in the locality of our premises.
Smoking is prohibited in all buildings or within the boundary of buildings owned, rented or leased by the council, including in vehicles on council premises, or in hired or council owned vehicles at any time when they are on Council duty.
Staff smoking areas that existed at some sites were withdrawn in June 2012.
Tenders and contracts with Cornwall Council will stipulate adherence to this policy as a contractual condition.
Job advertisements will include reference to the Smoke-Free policy and indicate that adherence will be mandatory.

Support for employees
Employees are allowed reasonable time-off during normal working hours (subject to operational requirements) to attend smoking cessation sessions run by the Stop Smoking Service.

Leaflets are available from the Workplace Health Team and there are stop smoking webpages on the Intranet that signpost to advice and support available.

The stop smoking intranet pages include information on Stopping Smoking Clinics and Smoke free homes.

Managers are encouraged to be supportive of those who wish to quit or extend their smoke free time making use of any training offered by local stop smoking services.
