A4. Tackling Under-Age Alcohol Sales

Please describe your work to reduce and prevent under-age sales of alcohol, over the last year (2000 characters limit):
Molson Coors continues to support Community Alcohol Partnerships. In 2014/15 we provided funding of £30,000 to support the on-going development of new partnerships. A total of 32 new Community Alcohol Partnerships (CAPs) were launched during the period April 2014 – March 2015 including 9 new CAPs in Local Alcohol Action Areas (LAAAs) - bringing to 12 total number of CAPs in LAAAs and 84 the total number of CAPs set up to date across the UK. Of these a total of 65 are active or in “maintenance” mode though the true number of communities with an active CAP is actually higher as many CAPs comprise multiple areas/towns.
Individual CAP schemes determine their own action plans and typically will deliver as part of the CAP project any or all of the following: diversionary activity and outreach work for under 18s; enforcement activity; retailer training; alcohol education for young people; teacher training; parent education/campaigns; locally tailored campaigns designed to raise awareness of the laws on underage/proxy purchase and penalties. Increasingly, successful CAPs now develop action plans to tackle other forms of alcohol harm (e.g. street drinking, young adults) once underage harms have reduced. Quarterly progress reports with detailed information on CAP scheme actions for the period in question are available on request and are supplied to all funders and stakeholders.
The Local Alcohol Action Area (LAAA) project gave fresh impetus to new CAP development. At the beginning of the project there were three existing CAPs in LAAAs – Hastings, Gravesham, Wigan (part of Greater Manchester) - and at the end of the project there were a total of 12 CAPs in LAAAs. CAP continues to work with the “Social Responsibility Alliance” to support roll-out of additional new CAPs and maintenance of existing CAPs in LAAAs after the end of the project.
