Terms of reference

The Independent Advisory Group on Country Information (IAGCI) is a functional part of the Independent Chief Inspector of Borders and Immigration. It supports the Independent Chief Inspector in reviewing the efficiency, effectiveness and consistency of approach of all Country of Origin Information (COI) produced by the Home Office. It is not the function of the IAGCI to endorse any Home Office material or procedures.

COI is understood as information used in procedures that assess claims of individuals to refugee status or other forms of international and humanitarian protection. It should help to answer questions by decision-makers about the legal, political, human rights, cultural, economic and social situation as well as the humanitarian situation in countries of origin.

The IAGCI will:

  • support the Independent Chief Inspector in reviewing the content of all COI produced by the Home Office to help ensure that this is as accurate, balanced, relevant, impartial and up to date as possible;
      
  • review the efficiency, effectiveness and consistency of approach of COI material produced by the Home Office;
      
  • assess the sources, methods of research and quality control used by the Home Office to help ensure that these support the production of COI material which is as accurate, balanced, impartial and up to date as possible;
      
  • evaluate the content of all Home Office COI material relating to countries designated or proposed for designation for the Non-Suspensive Appeals (NSA) list;
      
  • propose to the Independent Chief Inspector of Borders and Immigration new areas of work within the remit of IAGCI;
      
  • support the Independent Chief Inspector of Borders and Immigration upon request and where relevant;
      
  • be represented by one member at meetings of the Refugee and Asylum Forum.
