On 16 December 2009 Communities and Local Government published a consultation paper: Sustainable New Homes: The Road to Zero Carbon: Consultation on the Code for Sustainable Homes and the Energy Efficiency standard for Zero Carbon Homes, to align with changes to Part L of the Building Regulations and the proposed approach to adopting the 2016 definition of zero carbon. This consultation closed on 24 March 2010.

The following relevant documents to this consultation were also published on the  Communities and Local Government website:

On 23 July 2007 Communities and Local Government published a consultation: The future of the Code for Sustainable Homes - Making a rating mandatory on proposals to make rating against the Code for Sustainable Homes mandatory. This consultation also asks about the future of the Code, including whether Lifetime Homes standards should be made mandatory at progressively lower levels of the Code over time.

On 16 November 2007 the Department published a summary of responses to this consultation: The Future of the Code for Sustainable Homes - Making a Rating Mandatory: Summary of Responses. The principle message is that as a result of consultation, the Government confirmed it would be proceeding with the implementation of mandatory rating against the Code for all new homes.

In November 2007 we published an Impact Assessment which was part of the Housing and Regeneration Bill Impact Assessment paper, that analysed the costs and benefits of introducing mandatory ratings against the Colnk changedde which included updated modelling data on the costs of building Code homes.  Further details of the cost modelling undertaken can be found in the Cost Analysis of The Code for Sustainable Homes: Final report.
