Biography

Ciaran Martin was appointed Constitution Director in 2011.

Prior to that Ciaran was the lead official negotiator for the Prime Minister and Secretary of State for Scotland in the run-up to the Edinburgh Agreement in 2012 on a referendum on independence for Scotland.

Previous Cabinet Office roles include Director of Security and Intelligence, from 2008 to 2011, and Head of the Cabinet Secretary’s Office from 2005 to 2008. Before that Ciaran spent 6 years at HM Treasury and 3 at the National Audit Office, after graduating from Hertford College, Oxford with a first in history in 1996.

Executive Director, Constitution Group

The Constitution Director supports the Deputy Prime Minister and the Minister for Political and Constitutional Reform on their responsibilities for law and policy on elections, referendums and political party funding.

The Director leads on related aspects of the political reform agenda set out in the Coalition Programme for Government. He or she works with the devolved administrations, territorial offices and Whitehall to maintain good relations. The Director is also responsible for:

  • overall devolution policy across government
  • electoral administration and registration
  • work to devolve power to cities
  • oversight of the honours system
  • the Privy Council Office
