Biography

Richard Douglas CB was appointed Director General, Strategy, Finance and NHS in 2007.

Richard is the longest standing director general for finance in central government, and has been a board member at the Department of Health since 2001.

He started his career in finance with the National Audit Office, and this is his third spell with the department. Immediately prior to his return to the department in 2001, he was Finance Director for National Savings & Investments.

In 2011, Richard was appointed Head of the Government Finance Profession: he combines this role with his role at the Department of Health.

He is a member of the Chartered Institute of Public Finance and Accountancy and is married with 3 children and 2 grandchildren.

Director General, Strategy, Finance and NHS

Part of the Department of Health senior team and an executive member of its board, the Director General, Strategy, Finance and NHS:

  • leads on strategy across all of the department’s areas of responsibility – adult social care, public health and the National Health Service
  • ensures that the department properly manages and accounts to Parliament for the money it is allocated (which includes funding for the health service)
  • has primary responsibility for NHS policy and the government’s relationship with the NHS
  • acts as the department’s sponsor of the NHS Commissioning Board, the Care Quality Commission and several other national arm’s length bodies
