ITRS Lot details

These awards will enable Government departments to remain at the forefront of technology through access to appropriate external strategic IT research services, and to be capable of discharging their responsibilities to suppliers, programmes and the Government departments as a whole.

The ITRS framework arrangement will also enable Government departments to retain diversity of choice and ensure ongoing value for money in future IT research services.

Benefits offered by the framework will include:

  • sgnificant reductions to the timescales and costs associated with undertaking separate OJEU procurements;
  • ongoing competitive tension between successful suppliers appointed to the framework (suppliers) throughout the framework term;
  • diversity of choice, by procuring a broad range of IT research services, each populated by suppliers according to the strength of their core competences;
  • availability of the framework to a diverse range of Government organisations.

Lot 1 - Research and Analysis Services

The services included in this lot are designed to support the decision making and implementation processes, and may include access to: online research databases; subject matter experts; and targeted research and enquiry services.

These services are anticipated to deliver a broad range of service functionality which may include but is not restricted to: research; analysis; forecasting; reporting; knowledgebase management and provision; intellectual property management; service support; user accessibility; business continuity and disaster recovery; security; programme and project management; quality management; subject matter expertise provision; and support for benefit realisation.

Suppliers must be capable of supplying all of these services and the full range of service functionality.

Lot 2 - Consultancy and Benchmarking Services

The services included in this lot are designed to support decision-making and implementation processes, and may include:

(a) Consultancy services based on sound research and likely to make use of pre-existing and bespoke research materials; and

(b) A range of benchmarking services including, but not limited to, process, financial, commercial, product, strategic and functional benchmarking.

These services are anticipated to deliver a broad range of service functionality which may include, but not be restricted to: research; analysis; forecasting; reporting; knowledgebase management and provision; intellectual property management; service support; user accessibility; business continuity and disaster recovery; security; programme and project management; quality management; subject matter expertise provision; consultancy expertise; benchmarking expertise; and support for benefit realisation.

Suppliers must be capable of supplying all of these services and the full range of service functionality.

For the avoidance of doubt, this requirement does not refer to general consultancy and benchmarking services.

Lot 3 - Strategic Research Reports Services

The services included in this lot are designed to support the decision-making and implementation process and may include access to a range of bespoke products such as: market, industry and company analysis; forecasts and trends analysis; product evaluations; best practices; and comments and case studies.

These services are designed to deliver a broad range of service functionality which may include, but not be restricted to: research; analysis; forecasting; reporting; knowledgebase management and provision; intellectual property management; service support; user accessibility; business continuity and disaster recovery; security; programme and project management; quality management; subject matter expertise provision; and support for benefit realisation.
