Residual issues are those issues or activities that remain outstanding at the end of the Programme, which do not require the involvement of the Programme or Project Manager or their Programme or Project management team.

This allows the Senior Responsible Owner (SRO) to reallocate the Programme or Project Manager and their management team, whilst being confident that any outstanding Programme or Project issues will be managed.

All residual issues should be documented in a Residual Issues Log which should be included as an annex to the Programme (or Project) Closure Report and agreed with both the relevant Board and all others involved as to:

  • which Programme Deliverable they relate to
  • what the issue is
  • who will own the issue once it is handed over
  • timescale and strategy for delivery and management.

In certain cases it may be decided not to progress a particular issue - again this decision should be recorded in the log.
