Waste operator competence schemes
For those waste operations covered by Certificates of Technical Competence (CoTCs), a relevant CoTC remains an appropriate means of demonstrating technical competence. For waste operations not covered by CoTCs the Environment Agency will continue to assess technical competence. This arrangement will continue until the first of the new schemes is approved (When schemes are approved, they will be listed here).
On 22nd December 2008 Defra and the Welsh Assembly Government approved a new scheme for operators of waste management facilities in England and Wales to demonstrate their technical competence in order to obtain an environmental permit and manage permitted waste operations. The scheme has been developed jointly by the Chartered Institution of Wastes Management (CIWM) and the Waste Management Industry Training and Advisory Board (WAMITAB).
The scheme is now operational for new entrants. Details of the scheme can be found via www.ciwm.co.uk or www.wamitab.org.uk.
On 21 June 2009 Defra and the Welsh Assembly approved a second scheme. This scheme has been jointly developed by Energy and Utility Skills (EU Skills), which is the Sector Skills Council for the waste management industry and the Environmental Services Agency (ESA), the main waste management industry trade association. Local Authority regulated sites
Local authorities general guidance manual comprises guidance on the policy and permitting procedures for activities subject to LA-IPPC and LAPPC under the Environmental Permitting Regulations 2010 from 6 April 2010 onwards.
