In 2001, Government commitment to the care and education of the youngest children led to the commissioning and development of a Framework for Effective Practice, Birth to Three Matters.

The Framework was produced as a pack of materials designed to support practitioners working with children in their earliest years.

This research report presents the findings of the review of research literature about children aged between birth and three years, which underpins the materials in the 'Birth to Three Matters' pack.
