This document is a summary of the Green Paper - Every child matters. The document looks at the progress towards a framework of services which will support every child, using this as a context in which to consider the specific needs of children at risk. Particular attention is paid to children who are in care, come from impoverished backgrounds or suffer from abuse.

The document identifies the broad concerns which have been shown to matter most to children and young people, presenting plans to develop the roles of the voluntary and community sectors, schools and health bodies in fulfilling these needs. It stresses the importance of information sharing between different Government agencies and of a higher level of accountability.
