The research had three main aims: to test the feasibility of using existing data sources on the former Youth Training (YT) programme to improve estimates of early leaving from YT and other work based training; to identify common characteristics of those leavers who leave early; and to compare characteristics of those leaving YT early with those who complete their period on YT but do not achieve their planned outcome.
The research was exploratory and intended to highlight policy issues to do with the delivery of YT programmes. This research addressed the issues behind, and the definition of, early leaving. The data used for analysis were supplied by DfEE for the year 1992/93 (the most recent available when the project began) and covered all YT2 and YT follow-up survey information.
