This SFR brings together the information available on special educational needs and special schools in England. It updates and supplements provisional information published on the 7 May in SFR08/2009.

The latest statistics report on Special Educational Needs in England as at January 2009 and updates those previously released on 25 June 2008.

The key points from the latest release are:

  • In January 2009 some 221,670 (or 2.7 per cent of) pupils across all schools in England had statements of SEN, slightly lower than last year.
  • In 2009 there were some 1,433,940 pupils with SEN without statements representing 17.8 per cent of pupils across all schools. This is an increase of 0.6 percentage points from 2008.
  • Figures for all children with statements of SEN (not just those in schools) show that the number of statements maintained by an authority has decreased by over 1,740 from last year to 228,900 in 2009. 55.6 per cent of children with statements of SEN were placed in early years settings, mainstream schools, resourced provision in maintained mainstream schools or SEN units in maintained mainstream schools. This represents a decrease from last year.
  • In January 2009 around 17 in every 1,000 pupils of White ethnic origin had statements of SEN in mainstream primary schools. The figure is similar for mixed pupils but for Black pupils the figure is around 20 in every 1,000.
  • In secondary schools 20 in every 1,000 pupils of White ethnic origin had statements of SEN. This figure is similar to those for both Black and Mixed pupils.
  • Distribution across the types of SEN is similar to last year. The most prevalent type of primary need amongst pupils with statements of SEN in primary schools was speech, language and communication needs (24.0 per cent); in secondary schools it was moderate learning difficulty (21.7 per cent) and in special schools, severe learning difficulty (23.6 per cent).
  • The within-school PTR in maintained special schools has decreased from 6.3 in January 2005 to 6.1 in January 2009.
