This release will provide local level information on the number and rate of first-time entrants aged 10-17 to the criminal justice system (FTEs) in England. It is based on data recorded on the Police National Computer (PNC). These statistics will inform local areas of the number and rate of first-time entrants aged 10-17 to the criminal justice system in their area, and will be used as a baseline for local area target setting for National Indicator 111.
The release will put FTE figures based on PNC data into the public domain for the first time. The Youth Justice Board (YJB) have separately published FTE figures for England and Wales based on data aggregated from local Youth Offending Teams (YOTs). There will be discrepancies in the figures published by YJB and those in this release. This reflects a difference in coverage (the YJB statistics relate to England and Wales, whilst the figures in this release will relate to England only) and data leakage between police and YOTs, resulting in YOTs recording a lower number of FTEs than those logged on the PNC.
