Cascade to: Directors for looked-after children services; service and placement managers; training and commissioning leads for children's services.

The revised legal framework for looked-after children comes into force on 1 April 2011. Revised regulations and statutory guidance on care planning, transition to adulthood, the voice of the child and independent reviewing officer (IRO) functions are among the recently revised elements. New documents on family and friends care, fostering, children's homes and adoption will complete the package this week. Earlier guidance on the promotion of the health and educational attainment of looked-after children will remain in force.

Further information can be found in a letter from Kevin Woods, Assistant Director of the Children in Care Division, and on the children in care section of DfE website.

Action required

Plan the implementation of changes in practice and necessary staff training to be compliant with the revised regulations and guidance by 1 April 2011.
