Madam Under-Secretary General,

The UK is delighted to express today our strong support for the Central Emergency Response Fund. The UK has been a major contributor to the CERF since its inception, providing £387 million since 2006.

We want to commend you, Under-Secretary General, and the CERF Secretariat on the management of the fund.  The CERF demonstrates good value for money, and is a flexible and predictable funding mechanism.

We also welcome the CERF’s commitment to continual improvement.  We recognise, in particular, the steps taken to strengthen the reporting of results and to ensure the timely disbursal of funds.

The UK is committed to responding to humanitarian crises on the basis of need and need alone. We recognise the effectiveness of the CERF in meeting this objective.

Given its strong record of performance, and pending approval by UK Ministers, we can today announce an indicative pledge of £50 million to the CERF for 2013.

And we would like to call upon all partners to recognise the importance of the CERF and join with us in providing support.
