'The Heads of the Valleys road' is the A465 trunk road connecting Neath to Abergavenny forming part of the strategic transport corridor across south Wales linking the Midlands and northern England to west Wales and Ireland.

The A465 dualling scheme is part of the National Transport Plan and will improve the length between Abergavenny and Hirwaun to dual 2-lane standard by 2020. The improved road will upgrade links to businesses and communities, ease traffic congestion and improve safety. The scheme comprises widening of some 40km of the existing A465 between the Hardwick Roundabout at Abergavenny and the existing roundabout to the west of Hirwaun.

For construction, the road development project has been divided into six sections.

A465 Abergavenny to Gilwern

This section is complete and was opened to traffic in May 2008.

A465 Gilwern to Brynmawr

Scheduled start by 2014. This scheme will complete the phased junction at Gilwern and take the dual carriageway through the environmentally and ecologically sensitive Clydach Gorge.

Local Government and Communities – Transport has appointed a design and build contractor for this scheme using the ‘Early Contractor Involvement’ contract (for an explanation see the heading below). A465 Brynmawr to Tredegar

The decision to proceed with Section 3 dualling was taken by the Minister on 18 July following a public inquiry in March 2012.

There will be improvements to the 7.8km route which extends from the north of the A465 roundabout at Brynmawr and tie in with the previously improved A465 immediately to the west of Nant-y-Bwch junction at Tredegar.

The scheme will alleviate the current issues of poor visibility, lack of overtaking opportunities and accident hotspots including:

  • upgrade the existing three lane road to a dual carriageway with grade separated free flowing junctions
  • a 3km surfaced cycleway
  • a rest area at Garn Lydan with extended parking, tourist information and viewpoints towards the Valleys Regional Park and Brecon Beacons National Park

Carilion were appointed contractor for the project in March 2010 and will be supported by Arup and TACP who will provide engineering and environmental consultancy services respectively.

Construction is likely to start on site at the end of 2012 with completion anticipated by 2015.

A465 Tredegar to Dowlais Top

This section was completed in November 2004.

A465 Dowlais Top to A470 Junction (Section 5)

This section does not yet have a programme date but will be commenced in time for completion by 2020.
