Calculating Quality Reporting Service (CQRS)

The Calculating Quality Reporting Service (CQRS) is replacing the Quality Management and Analysis System (QMAS), the system currently used to calculate payments to GPs under the Quality & Outcomes Framework (QOF).

CQRS is currently in development and will be in place to calculate payments for GP practices across England for the 2013/14 financial year. CQRS will be capable of calculating achievement and payments on quality services delivered by GP practices, including the QOF, nationally-commissioned enhanced services and services commissioned locally from GP practices that go beyond the scope of the GP contract.

It will also be able to calculate achievement by clinical commissioning groups (CCGs) against outcome indicators and quality rewards.

CQRS will use data supplied by the Health and Social Care Information Centre, including data from the General Practice Extraction Service (GPES).

CQRS is being developed to support the organisational structures and commissioning arrangements being implemented as a result of the Health and Social Care Act. It will be able to calculate achievement and payments for any service that follows the same data collection and calculating logic as the main services. This will include locally commissioned services. 

It is expected that CQRS will be available to all users for longer periods of time than QMAS and that it will be easy and quick to adapt  to any changes in payments, with little or no cost, should they arise.

The CQRS team is working with the design leads for the NHS Commissioning Board to ensure CQRS supports the changes to the way that services are commissioned.

QMAS will remain operational until the end of July 2013 to allow for end-of-year activities for the QOF for 2012/13. Existing data from QMAS will be migrated to CQRS, giving users ongoing access to their QOF reports from previous years.
