Discretionary support funds
16-18 discretionary Learner Support has been replaced by the 16-19 Bursary Fund for academic year 2011/12 onwards.
For learners aged 19+, a new enhanced adult learner support fund is available in 2011/12. The Adult Learning Grant (ALG) budget has been combined with discretionary learner support, and allocated directly to colleges and training providers for them to distribute to those learners most in need.
Learners can get advice on adult learner support funds from their student support office at their learning provider.

2010/11 youth and adult dLS MI returns and the in year review of funding for the 16-19 Bursary Fund
The secure web portal to collect the 2011/12 16-19 Bursary Fund in year review of funding return and the 2010/11 end of year return for discretionary learner support funds is now closed.
Any providers who have not yet submitted their data can do so by e-mail.
For the 16-19 Bursary Fund return, the YPLA requires the following data:
- Number of students in one of the defined vulnerable groups (where the course lasts 30 weeks or more), eligible for a full £1200 bursary.
- Number of students in one of the defined vulnerable groups (where the course lasts for less than 30 weeks), eligible for a pro-rata £1200 bursary.
- Total cost of pro-rata vulnerable awards (at question 2 above)

Please note: In 2012/13, all Learner Support data (including 16-19 Bursary Fund) will be collected through the YPLA’s IM Portal. The IM Portal is used across the YPLA and is our main route of communication with providers.
