16-19 Capital Funding for 2012-13
16-19 Demographic Growth (Basic Needs) Fund (DGCF)
The purpose of the DGCF is to provide funding to create accommodation for new learners aged 16 to 19 in local areas, arising from increases in the local population or increases in participation by young people who were not in education, employment or training (NEET). In particular, the YPLA wants to identify new learners with learning difficulties and/or disabilities (LLD/D) who require local provision.
The YPLA will be inviting all local authorities to identify the numbers of young people aged 16 to 19 in their areas who fit these definitions, and the most appropriate providers to accommodate predicted growth. Academies, sixth form colleges and further education colleges will be able to submit independent proposals if not supported by local authorities. Academies, local-authority-maintained schools and sixth form colleges will be eligible for the DGCF to address population and participation (including LD/D) increases. Further education colleges are eligible only for DGCF to address LD/D capacity increases. The YPLA will provide further information on this fund in February 2012.
