Administering learner support

This page gives an overview for providers on how the Learner Support schemes are administered.

16-19 Bursary Fund

Schools, colleges, academies and other training providers are responsible for administering the scheme within their organisation. Allocations are made to providers to manage at their discretion, but in line with the 16-19 Bursary Fund Guide (available at http://www.ypla.gov.uk/learnersupport/16-19-bursary/).

Providers should develop a statement on how they will administer and distribute their funds; this must be available to young people and the YPLA.

Providers may wish to develop local arrangement to develop a common approach to the administration of the bursaries.

Transitional EMA, ALG, Care to Learn, Dance and Drama Awards and the Residential Support Scheme

The administration of the above schemes is carried out by the Learner Support Service. This includes the assessment of applications and making payments to learners and providers (where appropriate).

For transitional EMA and ALG only, the administration is carried out through LAPS. Providers manage enrolments of learners, and payment decisions through this system. The Learner Support Service can then make payments to learners.

The Learner Support Service has a dedicated helpline for providers and they can provide support and advice on the administration of these schemes, as well as give basic information on policy. Providers can call the helpline on 0845 600 7979.
