Notice to Exporters 2012/13 - SPIRE and CHIEF IT problems


Information about IT access issues concerning SPIRE and CHIEF on 1 March 2012.

Export Control Organisation is aware that some exporters might be experiencing problems accessing the SPIRE website on Thursday 1 March. This problem has been caused by a telephone fibre cable issue, which is currently being actively investigated as a matter of urgency by the IT team at the Department for Business, Innovation and Skills (BIS).

In a separate unrelated issue, we have also received a number of reports of exporters experiencing problems with CHIEF (HMRC's customs system) not recognising licences which have been issued in the last few days. We are also looking to resolve this problem, but in the meantime we have spoken to HMRC, who have recommended the following course of action during the current difficulties:

1) Declare the licence on CHIEF as a paper licence with the relevant Customs tariff.

2) Complete a form C1700 (available from the HMRC web site http://www.hmrc.gov.uk) and send with supporting paperwork to nchtechnical@hmrc.gsi.gov.uk , asking for the licence to be retrospectively attributed.
