The Teaching Agency FAQs

The following questions and answers have been developed with the Department for Education in relation to CWDC's Early Years work transferring to the Teaching Agency in April 2012.


1. Why is the Early Years work transferring to the Teaching Agency?

A: The Government sees the quality of the early years workforce as key to ensuring that all children, but particularly the most disadvantaged, can benefit from high quality provision at this very important stage of their development. In transferring this work across to the Teaching Agency, Ministers will have greater accountability for its success. The Department for Education (DfE) will continue to work closely with representatives of the sector, through its working arrangements.

2. How will the new Teaching Agency ensure that early years issues are properly represented?  

A: Ministers have agreed that the early years workforce will be an integral part of the agency's scope and that it will work to support the supply of appropriate qualified staff, professional development and retention issues. This will include ongoing delivery of Early Years Professional Status (EYPS) and New Leaders in Early Years programmes.

3. Will the Early Years Professional Statu (EYPS)  programme continue?

The Government has pledged its ongoing support for the EYPS programme and has recently announced the shape of the new programme. Following a competitive tender exercise, eight organisations have been awarded contracts to deliver EYPS across England for the period 2012-15. Over 1,700 CWDC funded candidates will be able to enrol on the next intake of the EYPS training programme which will start in January 2012. From April 2012, the new Teaching Agency will take responsibility for the programme and associated contracts. 

4. What will happen to the New Leaders in Early Year programme?

Candidates on cohort 1 of the pilot have commenced the second year of their programme.  The second cohort for the pilot commenced the programme in October 2011.  Future role out of the programme will depend on an evaluation of the pilot. From April 2012, the new Teaching Agency will take responsibility for the programme and associated contracts. 

5. Should practitioners carry on filling in the Early Years Workforce Qualifications Audit Tool?

Yes. The audit tool will be transferred to the Teaching Agency and will continue to be maintained and supported.  It will continue to be a source of useful information, locally and nationally.

7. Will the Teaching Agency recruit into the early years workforce?

The recruitment, employment and deployment of members of the early yeras workforce is essentially a matter for local employers. The Government is committed to investing in activities to support such recruitment and enhance the professional development of those working in the sector through programmes like EYPS and New Leaders in Early Years.  The Government is also providing funding through the Early Intervention Grant (EIG) so that local authorities can support employers.

8. What is happening to the Qualifications list?

A: Responsibility for maintaining the Qualifications list for those delivering the Early Years Foundation Stage (EYFS) will transfer from CWDC to the Teaching Agency in April 2012 as part of the normal transition of work.
