Interim Regulatory Partnership Group

The Interim Regulatory Partnership Group (IRPG) was established in September 2011 by HEFCE and the Student Loans Company (SLC). Its purpose is to advise Government, HEFCE and other national agencies on policy, strategic and operational issues arising from the development of the new funding and regulatory regime for higher education, to be introduced in England in 2013-14.

It will also make recommendations for a permanent group to be set up to take forward this work. The IRPG's membership is drawn from the public bodies involved in implementing the changes to the funding and regulatory frameworks of English higher education, as proposed in the White Paper and the BIS technical consultation.

Work programme

At the first meeting the group agreed the following programme of work, which will be managed by a programme board (see below).

  • to map the current higher education system, so that there is a clear understanding of the contribution made by all the organisations and how they interact with universities, colleges and individual students
  • to review the way that data is collected and used at present.

Regulatory partnership board

The Regulatory Partnership Board (RPPB) has been established to manage the programme of work, initiated by the IRPG.

The Board is made up of experts from the IRPG membership organisations and will oversee the work of mapping the current HE system and reviewing the data and information landscape.

The first meeting of the Board was held on 24 October.
