Government response to consultation 'New challenges, new chances' (URN 11/1213). Sets out what the Government will financially support and the programme of work required to take forward the reform of FE and skills system for adults aged 19 and over in England. Aims to promote high-quality teaching and learning across the adult education system, to free colleges and other skills providers to allow them to respond more effectively to the needs of their communities, and to secure a fairer balance of investment. Confirms the budget available for the 2012-13 financial year for the further education (FE) sector. Includes information for the Skills Funding Agency to set provider allocations for the 2012/13 academic year. The Government is focusing investment on high quality provision that delivers good value for money and its focus will remain on young adults, the low skilled and those who are unemployed. Lists the progress made in providing conditions for private sector growth, since the 'Plan for growth' (URN 11/817) was published in March 2011. Reports that over 90 per cent of the 137 measures have either been completed or significant progress has been made.
