Biography

Rachel has been The Solicitor and Director General, Legal, People and Communications to BIS since March 2008.

She had worked as a group head in the then DTI between 2004 and 2006 before moving to head up the advisory lawyers at HMRC. Other Departments she has advised since joining the Government Legal Service in 1993 include HM Treasury, Cabinet Office, the Attorney General’s Office, the Department of Work and Pensions and the Department of Health.

Rachel joined the Government Legal Service from the City where she qualified as a solicitor with Linklaters and spent a further three and a half years with them in Hong Kong and the litigation department in London.
