All academies are required to complete a Financial Management and Governance Evaluation (FMGE) return for submission to the YPLA annually. We have issued updated templates for submission during the 2011/12 academic year. Guidance, templates and the submission deadlines can all be found on the Financial Management and Governance area of the website.

We have issued an update to the Accounts Direction 2010/11, which is Chapter 4 – The Abbreviated Accounts Return. The chapter includes the format of the return and guidance notes for completion. The return is much simpler and shorter than the detailed income and expenditure account, which Academies were required to complete previously to support their statutory financial statements. It is applicable to Academies preparing financial statements for 2010/11 and should be submitted by 31 December 2011.

Today the YPLA and Department for Education has launched a 12 week consultation www.education.gov.uk/consultations on the 16-19 Funding Formula Review. The review aims to introduce a simpler and more transparent methodology and support our goal of reducing the burden for providers and making funding readily understood by learners as well.

Michael Gove has confirmed the appointment of the new Chief Executive of the Education Funding Agency.

YPLA Chief Executive Peter Lauener has written to all Local Authorities asking them to play a key role in the distribution of the new 16-19 Bursary Fund. He is also sending letters to all general further education colleges, sixth form colleges, school sixth forms, academies and training providers informing them of their 16-19 Bursary Fund allocation.

In response to the request in the Skills Strategy and Spending Review, the Skills Funding Agency and YPLA have been working together to develop lead arrangements for general further education colleges and sixth form colleges.

The YPLA’s Single Equality Scheme (The Scheme) outlines our approach to embedding equality, diversity and inclusion into all aspects of our work. It sets out four key objectives which are supported by a clear action plan. The consultation on the Draft Scheme closed on 31st January 2011. The final document, along with the response to the consultation, is now available.
