This report has been prepared by NERA Economic consulting for the Department. It investigates the extent to which transport interventions, such as transport projects or policies, may materially affect international business activities. In particular, it is concerned with whether the associated impacts would be captured or adequately conveyed in an appraisal of the transport scheme.
