Building the Procurement Profession in Government - GPS launch Strategy for central Government procurementThe Government Procurement Service (GPS) are publishing "Building the Procurement Profession in Government" this month. The strategy sets out a programme of work to raise capability, increase capacity, and raise the profile of the procurement profession across central Government. The strategy is supported by all Departments, who are currently developing implementation plans to deliver the recommendations by March 2010. OGC and CIPS sign Memorandum of UnderstandingOGC GPS and CIPS have signed a Memorandum of Understanding setting out an approach to joint working between the two organisations. Vice Admiral Tim Laurence appointed as Head of the Government's Property Asset Management ProfessionThe appointment of Vice Admiral Tim Laurence, Chief Executive, Defence Estates, as Head of the Government's Property Asset Management Profession was announced at a Government Asset Management conference on 10 July 2009. This newly created role will involve championing the Government property asset management community, including practitioners in construction procurement, estates & property management, and facilities management/contracts management. OGC works with Institution of Civil Engineers (ICE) to phase out its Non Collaborative form of contract in favour of NEC3The ICE council recently decided to formally recommend the use of the NEC3 form of construction contract in preference to its own ICE Conditions of Contract. NEC3 meets the OGC Achieving Excellence in Construction (AEC) criteria: OGC has recommended the use of NEC3 by public sector construction procurers since 2005. It is uniquely placed as a suite of contracts that can cater to all aspects of the procurement of projects and services, representing the best interests of public sector procurement. Find out more |

Release of new guidance on mandatory Top Quartile commitmentGovernment has committed to procuring only buildings in the top quartile of energy performance for the central Government estate and to reporting annually to parliament on progress against the commitment. OGC has developed guidance for central Government bodies on how to comply with this commitment, which can be found in the sustainability section on the Policy and Standards Framework pages of the OGC website. Latest OGC Information Note PublishedInformation Note 2/2009 provides aggregated project performance benchmarking data for construction procurement activity by central Government departments for the periods April 2008 - March 2009, as measured against the key performance indicators originally devised for the Achieving Excellence in Construction strategic targets. Project Sponsors and Project Managers should be aware of the need to submit to OGC updated project performance information on a six-monthly basis against the agreed indicators at each key OGC Gateway™ project stage via the online system - the Public Sector Construction Database. Working Corporately - Exploiting Government Property As a Corporate AssetThis major OGC event focusing on the government estates agenda, and chaired by Mike Burt, was held at the QEII Conference Centre, London SW1, on 10 July 2009.
