2010 Information Notes

Information Note 2/2010 (PDF, 84KB) Fair Payment in construction - now a contractual requirement. Fair payment is now a contractual requirement for central government construction contracts ensuring that suppliers down to Tier 3 are paid within 30 days from the assessment date. Making fair payment in construction a requirement in central government contracts Information Note sets out payment timelines, provides examples of fair payment sample clauses and launches the Supplier Feedback Service for suppliers to raise concerns about late payment. Annex to OGC Information Note 2/2010 (PDF, 116KB) provides guidance for the development of clauses to be included within the "Works Information" for NEC contracts.

2009 Informaton notes

Information Note 2/2009 (PDF, 76KB) provides project performance benchmarking information for construction procurement activity by central Government departments for the periods April 2008 - September 2008 and October 2008 - March 2009, as measured against the key performance indicators originally devised for the Achieving Excellence in Construction (AEC) Strategic Targets. It also advises of the revised arrangements for data collection via the Public Sector Construction Database (PSCD) of updated project information. Non GSI users should download the Excel spreadsheet Annex to OGC Information Note 2/2009 (PDF, 76KB) to submit data to OGC.

Information Note 1/2009 (PDF, 656KB) provides project performance benchmarking information for construction procurement activity by central Government departments covering the period April 2007 - March 2008, as measured against the key performance indicators originally devised for the Achieving Excellence in Construction (AEC) Strategic Targets. 2007 Informaton notes

Information Note 2/2007 (PDF, 88KB) provides project performance information for construction procurement activity by central government departments for the period October 2006 to March 2007, as measured against the key performance indicators devised for the Achieving Excellence in Construction Strategic Targets. It also advises of the new means of electronic data collection for future biannual input of project information.

Information Note 1/2007 (PDF, 60KB) along with Annex A (MS Word, 84KB) provides project performance information for construction procurement activity by central government departments for the period April 2006 to September 2006, as measured against the key performance indicators devised for the Achieving Excellence in Construction Strategic Targets.  It also advises of the new means of electronic data collection for future biannual input of project information. 2006 Information notes

Information Note 3/2006 (PDF, 41KB) announces the launch of OGC’s new electronic, GSI-based, real-time Public Sector Client Construction Demand Database (PSCDD). Public sector construction clients should now start to populate it with their future construction projects and programmes. It also provides information about the Public Sector Construction Demand Econometric Model (OGC Econometric Model), which can be used to consider the effect public sector programmes have on each other and industry capacity.    

Information Note 2/2006 (PDF, 110KB) provides the performance results for construction procurement activity by central government departments for the period October 2005 to March 2006, as measured against the key performance indicators originally devised for the Achieving Excellence in Construction Strategic Targets. It also advises the future arrangements for data collection and explains the new electronic collation system that will be in place for the October 2006 to March 2007 data collection round.  

Departments should provide the information requested at Annex A (Zipped Word 13KB) by downloading the separate template.

Information Note 1/2006 advises Departments to continue to measure construction project performance and report this data to OGC on a six monthly basis. Departments should provide the information requested at Annex A by downloading the separate Excel spreadsheet.

2005 Information notes

Information Note 07/2005 (PDF, 63KB) draws attention to the electronic publication on the OGC website of the Common Minimum Standards (PDF, 66KB) for the procurement of built environments in the public sector.

Information Note 06/2005 (PDF, 44KB) encourages government construction clients to sign up to the Strategic Forum’s new Respect for People Code of Good Working Health & Safety Practices.

Information Note 05/2005 (PDF, 69KB) announces proposals to continue to measure performance of construction procurement activity for a further year, following on from the end of the period for reporting against the Achieving Excellence in Construction Initiative Strategic Targets.

Information Note 04/2005 (PDF, 39KB) announces the publication of an OGC research study Flexible Working in Government: Leveraging the Benefits (PDF, 600KB).

Information Note 03/2005 (PDF, 56KB) announces the establishment of Buying Solutions framework agreements offering ‘one-stop-shop’ solutions to support government departments, agencies and non-departmental public bodies in planning and implementing relocations.

Information Note 02/2005 (PDF, 43KB) announces the launch of a Property Benchmarking service to enable Government Departments to measure the efficiency of the management of their accommodation. Initially a pilot is being run which if successful will allow subsequent roll out across the whole Civil Estate.

Information Note 01/2005 (PDF, 39KB) announces publication of Achieving Excellence procurement guide: (PDF, 90KB). This guide highlights the importance of sustainable development. It sets out the processes by which the public sector client can procure and deliver construction projects that best promote sustainable development while still achieving optimum whole life value for money. Its aim is to encourage thorough consideration of sustainable development and to illustrate the ways in which sustainable construction can be delivered.

2004 Information notes

Information Note 07/2004 (PDF, 72KB) draws attention to the publication of Getting value for Money from Construction Projects through Design (PDF, 1.15MB). It provide auditors with an understanding of the value of good design in construction and a firm basis for establishing whether good design has been achieved in a particular project. It includes a set of simple but searching questions to evaluate construction projects, and suggests the types of evidence that will help to answer those questions.

Information Note 06/2004 (PDF, 72KB) draws attention to existing guidance issued on Green Public Private Partnerships. This guide supports the Government’s commitment to sustainable development on its own estate through environmental considerations.Departments who are developing or managing a public private partnership, including PFI projects involving capital investment are encourage to follow the guidance.

Information Note 05/2004 (PDF, 327KB) draws attention to the release of the latest guidance issued by Defra on the procurement of timber.Seeking supplies from well-managed sustainable forests remains Government policy. and preference should be given to variant bids, provided they are affordable and represent an efficient and effective use of funds.

Information Note 04/2004 (PDF, 38KB) draws attention to the release of the latest AE guidance document, (PDF, 454KB), and the need for government construction clients to measure and improve on the quality of health and safety on their construction projects.
