The Template works by taking organisations through the structured stages for reviewing and planning its property asset resources. The requirement to prepare a plan for submission to the Executive Board at least annually ensures its development in consultation with other parts of the organisation, leading to acceptance of the proposed direction within the context of all other strategic plans. Also for parent departments, the linking of the submission of plans to the reporting and feedback mechanisms set out for sponsored bodies will enable parent departments to carry out their function in relation to strategic planning of the Civil Estate and ensuring value for money from the whole portfolio.
The Template supports this by providing a framework to facilitate the plan development and an aid in ensuring that all relevant considerations are taken into account. By using the Template the user will set out an agreed strategic business context within which property asset decisions are taken. In considering the issues raised by the structure of the Template the user will need to communicate with other business infrastructure planning functions such as HR and ICT, and align to cross government strategic goals such as sustainability and service transformation.
The Template is a key tool with which to integrate property asset decision making with business decision making and government policy. Thus it embodies good asset management practice.
The Property Asset Management Plan, as structured though this Template, will inform future spending round submissions for capital allocation and will underpin best practice planning for property resources and capital investment.
