Perhaps in larger organisations responsibilities could be shared as it may become cumbersome.

Yes, as per answer to the last question the SIRO should own the collective open data sets with IAO's reponsibile to each relevant open data set.
What could personal responsibility at Board-level do to ensure
Why are there not evangalists in each department ensuring the integrity of this agenda, if they don't exist recruit some.
SROs
Currently SROs can cut and run at the first sign of trouble. That makes a nonsense of the word 'responsible' in the title!
