Brief Description
To manage the Health and Safety Unit and to provide professional health and safety services to the Fire Service College, and in particular, to provide expert and authoritative advice and assist all levels of management and staff and other on site personnel on all matters associated with health and safety.
Vacancy description
Formulate and develop the College Policies relevant to all applicable Health and Safety legislation.
Promote an awareness of and develop a College wide culture which secures effective implementation of Health and Safety Policies and Procedures.
Develop and implement prioritised annual and long-term strategic and local action plans for health and safety including the setting, monitoring and reporting on organisational and health and safety departmental objectives.
Ensure that all relevant health and safety related training is delivered in a professional and timely manner and that all relevant training records are updated.
Develop and maintain internal systems and procedures for accident reporting including notification of authorities as required.
Assist in the conduct of accident investigations including reporting and analysis.
Review organisational health and safety performance and conduct regular audits of health and safety management systems.
Be a leading member of the Fire Service College Health and Safety Action Group and act as Chair to Health and Safety Sub-Committees.
Manage the Health and Safety Unit cost centre budget within agreed constraints.
Keep abreast of changes in Health and Safety legislation and best practice and provide both Management and the Health and Steering Committee with timely recommendations to changes to policies and procedures to ensure compliance.
Liaise with external specialist advisers, enforcing authorities and representative bodies and other College employees who may be involved in contributing to organisational health and safety and the well-being of employees.
Investigate and provide specialist knowledge to College legal representatives in the event of legal action for breach of health and safety legislation or third party claims for compensation.

Ability to communicate effectively at all levels and establish collaborative and productive relationships with all levels of staff and management
Strong corporate ethic with the drive to change and improve health and safety.
Desirable
Thorough working knowledge of Microsoft Office software.
Knowledge of Fire and Rescue health and safety issues
Qualifications
NEBOSH Diploma or equivalent.
Member of the Institution of Occupational Health and Safety.
Qualification or experience of auditing, preferably against the RoSPA QSA scheme, or OHSAS 18001, or a willingness to study and gain such qualifications.
Registered Safety Practitioner or working towards.
Experience
Previous staff supervision experience.
Previous experience of Trade Union liaison on Health and Safety issues.
Exposure to health and safety issues in industrial, technical and practical environments.
Experience of preparing and formatting reports for Senior Management.
Experience of handling legal claims relating to health and safety legislation
