Brief Description
Applications are invited for the post of Director, Debt Management & Banking in HM Revenue & Customs (HMRC). This post in Senior Civil Service Pay Band 2.
HMRC is a large-scale organisation. Almost every UK adult individual and business is a direct customer of HMRC. Every day we collect over £1billion in revenue and pay out more than £98 million in benefits and credits. On our main filing date 31st January, we operate the third busiest website in the world and we have 80 times more stored data than the British Library.
As the Director, Debt Management & Banking you will be responsible for leading a team of circa 6,800+ staff across 70 locations and ensuring operational objectives associated with the banking of £500bn p/a and the management of £50-60bn in tax and tax credit debt are achieved. These objectives include continued reduction of our annual debt balance but also running the Business Payment Support Service which last year agreed time to pay arrangements with over 100,000 companies. You will also be managing the contracts for outsourcing part of the debt recovery operation and helping develop the cross-government agenda for more efficient and effective debt management and collection.

Vacancy description
As the Director, Debt Management & Banking you will be responsible for leading a team of circa 6,800+ staff across 70 locations and ensuring operational objectives associated with the banking of £500bn p/a and the management of £50-60bn in tax and tax credit debt are achieved. Key responsibilities include:
• Contributing to the leadership of HMRC
• Corporately running the Enforcement & Compliance group business in line with the HMRC ambition.
• Leading this large operational business unit and providing visible people leadership.
• Driving continuous improvement across operations
• Meeting Spending Review commitments on efficiencies and additional revenues
• Senior Responsible Officer for the debt change programme
• Managing risks to Exchequer cash flow
• Building effective working relationships across HMRC/Operational Delivery Profession
• Striking the right balance between clearing debt and allowing viable businesses time to pay
• External to HMRC stakeholder management including the largest business regarding their debts and OGDs such as BIS re impacts on UK plc
• Contract management of Debt Collection Agencies assigned to collect Debts
