Joshua's reading was assessed using the L1/L2 guidelines. The evidence meets the level 1 criteria in AF1 (just), AF2 and AF6 and there is some highlighting at level 1 in AF3, although a judgement of IE was recorded for this assessment focus.
Following the flow chart for making a judgement in reading, it can be seen that Joshua has just achieved the minimum requirements for level 1 on the basis of level 1 highlighting in AF1, AF2 and some level 1 highlighting in AF3. Given that the evidence for AF1 is not wholly secure and the lack of further highlighting in AF3, a low level 1 judgement was considered the best overall fit.
