Focus, staff and settings

Find out how Every Child a Talker (ECaT) focuses on disadvantaged areas, using Early Language Consultants (ELCs) and Early Language Lead Practitioners (ELLPs) in targeted and linked settings.

A focus on disadvantaged areas

Between September 2008 and April 2010, each local authority (LA) identified at least 20 settings to work with in an intensive way. The settings were identified using set criteria to represent the private, voluntary and independent sector (PVI), as well as the maintained sector. Its critical focus was to serve children from disadvantaged areas.

ELCs, ELLPs and settings

Each LA recruited an ELC. Each of the 20 identified settings received additional funding to develop a member of staff to become the ELLP. There was also funding for each targeted setting to work with a linked setting in order to improve the language provision in line with the overall objectives of ECaT.
