Brief Description

The mass rollout of smart metering will transform how energy markets operate. Many new commercial opportunities and business models will become viable, and the nature of the relationships between customers and various parts of the energy sector will change. Energy management services, using the data made available by smart meters, will become relevant to a much larger number of customers. The purpose of this role is to lead the working level engagement with the Government’s Smart Metering Implementation Programme on the design of the regulatory framework as it relates to metering. The holder of the role will also play a lead role in Ofgem’s ongoing regulation of metering issues, including issues resulting from the transition from ‘dumb’ to ‘smart’ meters. This role will be within Ofgem’s new “Smarter Markets” Directorate, reporting to the Head of Smarter Metering. It will involve joint working with Ofgem’s Sustainable Development Division.

Vacancy description

• Managing key elements of Ofgem’s work program as it relates to metering, including:
• Lead the working level input from Ofgem into the DECC-led SM Programme as it relates to the regulatory framework for metering activities (including the development and regulation of a mandated technical specification from smart meters, and the proposed new regulatory targets for supplier rollout) such that Ofgem contribution is co-ordinated, constructive, well-defined, influential and professionally delivered;
• Manage Ofgem’s ongoing work on the economic and technical regulation of metering activities as it affects market development, including in respect of statutory decision-making in respect of codes and licences.
• Managing a small team of professionals consistent with a high-performing, collaborative and sustainable working environment in Smarter Markets Directorate.
