Summary

In 2008, WSP Consultants were commissioned by the Department for Transport to examine the cost of various extensions to the statutory minimum concession in England. Each extension scenario, explores the cost of estimated revenue reimbursement (payment for those travellers that would have travelled in the absence of the scheme) plus estimated additional costs (payment for carrying the costs of those passengers who would not have travelled in the absence of a concessionary scheme).
