Brief Description
The greatest savings and reform will only be achieved by working across government. The Efficiency and Reform Group (ERG) is able to look strategically across departmental boundaries with a tough central mandate to deliver real, cashable, efficiencies by improving our spending processes and help protect key priorities by modernising the ways of delivering services. ERG aims to change the culture on spending, use transparency to help the public hold Government to account, and to get rid of unnecessary targets and processes.
ERG will help reduce operational overheads across government by helping departments eradicate wasteful spending. This can be achieved through exploiting economies of scale and reducing duplication, increasing standardisation across departments, and enabling greater comparability of work.
ERG will also be able to drive radical reform of the way we deliver front-line services; opening up public services to non-traditional providers, such as smaller businesses, devolving power to the front-line and increasing peoples’ say on how services are delivered in their area.

Vacancy description
• Advising on the structure of Memorandum and Articles of Association and providing drafting support, in particular in adapting the standard templates for novel circumstances;
• Advising on how to structure JV Shareholder Agreements involving public and private sector partners, including with a mutuals element, and provide drafting support;
• Develop internal guidelines, toolkits, and packaged knowledge on a wide variety of commercial legal issues relevant to the new models work;
• Provide a robust challenge role to departments (as part of the ERG team) to help ensure that government departments understand the legal implications of their commercial models;
• Providing general commercial law advice on matters within the Commercial Portfolio team
• Working with non-legal colleagues in the Commercial Portfolio team to ensure internal rigour and understanding of commercial legal issues
• Work alongside ERG’s legal team to coordinate provision of appropriate legal advice

Experience
Essential
• Fully qualified Solicitor or Barrister with significant experience (PQE)
• Experience in negotiating contracts;
• Experience of working in a corporate/commercial/finance law team:
• Experience at working on a range of commercial legal issues for the public and private sector;
• Proven ability to efficiently manage work projects a large volume of work;
• Proven ability to present alternatives and proposed solutions;
• Strong time management, prioritisation, and organisational skills;
• Ability to apply judgment to broaden influence;
• Excellent verbal and written communication skills;
• Ability to adapt and work flexibly in response to emerging priorities; and
• A proactive, flexible approach to working within a multi-disciplinary team.
