Brief Description

The role will provide expert professional HR advice and support to managers and staff on WFD’s HR processes, on current employment legislation and best practice, and all aspects of people management, which fully reflects the WFD's desire to be an employer of choice.

The role-holder will contribute at both a strategic and operational level in order to identify HR priorities and recommend appropriate people management solutions which support WFD’s business aims.

The role-holder will work closely with senior and line managers, providing them with expert guidance, coaching and support on learning and development requirements, and maintain training records.

They will maintain HR policies and procedures to ensure effective, fair and consistent management of staff throughout the organisation, and ensure that all guidance for staff is comprehensive and up-to-date.

Vacancy description

The Westminster Foundation for Democracy (WFD) is the UK’s democracy-building foundation. WFD was set up in 1992 as an independent public body sponsored by the Foreign and Commonwealth Office, specialising in parliamentary strengthening and political party development. The Foundation is uniquely placed to draw directly on the expertise and involvement of the Westminster political parties and as such, works on a party-to-party and cross-party basis to develop the capacity of political parties and politicians to operate effectively in pluralistic and non-violent democracies. The Foundation’s parliamentary strengthening work focuses on improving governance through developing sustainable capacity among parliamentarians, parliamentary staff and parliamentary structures to ensure transparency and accountability.

The Foundation is looking for an experienced HR Manager to join the team, working on a part-time basis. The successful candidate will be expected to maintain close and effective personal working relationships at all levels of the organisation. Their experience should demonstrate the ability required to communicate complex, sensitive and contentious information. They will have membership of an appropriate HR professional institute reflecting professional experience together with a relevant HR qualification (or part qualification) and experience of applying HR best practice in an organisation similar in scale to WFD. Public sector experience would be an advantage, as would experience in an organisation working internationally
The candidate will be fully conversant and up-to-date with all aspects of employment law and HR best practice and experience in the development and implementation of employment policies and procedures in an organisation similar in scale, and have experience of delivering timely, accurate, clear and concise reporting to director level and an ability to work to tight deadlines.
