HPTO Type Approval Engineer, Product Certification (European Operations)

Background:

VCA is a specialist technical Agency within the Department for Transport with a particular emphasis on automotive and related technologies. It is the UK EC/ECE Type Approval Authority and Technical Service for automotive approvals, an accredited management systems certification body, and the Enforcement Authority for various related non-automotive Directives.

General Description

The European (EC and ECE) type approval schemes dictate two official bodies in each Member State - the Technical Service, which is responsible for carrying out or witnessing tests to the agreed standards, and the Approval Authority, which is responsible for issuing approval certification based on the technical reports of its Technical Service. VCA is both Approval Authority and Technical Service, but also it has appointed other independent test laboratories to act as its Technical Services in specific cases.

The technical aspects of type approval work break down into three main elements - component testing (i.e. devices that may not be vehicle specific like tyres, lamps, seat belts), vehicle system testing (e.g. brakes, exhaust emissions) and inspection of a productions specification vehicle.

The Business and International Development team hold primary responsibility for increasing commercial revenue for Fera. This is a strategic priority and requires the capability to leverage greater value from customer relationships.

Fera customers span a broad range of sectors including many of the world’s largest and most respected brands in food, environmental protection, agriculture and plant health. In all of these sectors larger commercial opportunities are offered to prospective suppliers through formal procurement processes which are subject to critical assessment and review prior to contract award. Service contracts are typically let through an in-house central procurement process with typical objectives to reduce cost, increase value for money and reduce the number of suppliers.

Most government funded contracts are advertised through UK and International procurement channels. Irrespective of whether the contract is let by a private corporation or a government department, the skill required to present a written response to a specification which meets client needs whilst making a positive financial contribution is increasing in importance.

Recognising this trend, Fera established a dedicated bids and tenders team in 2009 to focus on winning an increased share of such contracts. A Bid Manager is now required to complete and lead the team.

CCP4 is a large project with the aim of developing and maintaining state of the art analysis software for protein crystallography. The CCP4 Suite is one of the best established and most widely used. It is distributed to over 1000 academic and commercial sites around the world. CCP4 employs scientists and computer programmers who work at the Science and Technology Facilities Council (STFC), UK universities and other research institutions. Since autumn 2009, CCP4 has been based at the Rutherford Appleton Laboratory in the newly built Research Complex at Harwell, and is now seeking to expand. The location provides a stimulating environment adjacent to the Diamond Light Source and other developments.

The CCP4 software suite consists of a mixture of over 250 Fortran and C++ programs, as well as a few Java utilities, using a set of central libraries. The suite is essentially cross-platform and provides a uniform usage in Windows, Mac OS X and several Linux operating systems. CCP4’s strategic goals are to modernise the Suite in accordance with modern IT standards and to make it more automated and user-friendly. This includes the development of a new-look GUI, further automation of structure solution process, further cross-platform unification, and modernisation of the release and update mechanisms. Achieving these goals will require creativity, independent thinking, ability to grasp and analyse problems in the current design, and vision for improvement.
