Setting principles for delivery through planning

Seeking development partners for the Elephant & Castle project, London Borough of Southwark put together and adopted a planning framework principles document. This was done in parallel with ongoing resident and stakeholder consultation, so as to shape the principles using input from a broad range of people.

The document has served as a delivery plan, clearly setting out the anticipated route through planning for this long-term, complex regeneration project and establishing key principles for development. On this basis, the council competitively selected two RSL consortia and a panel of designers for the housing sites, with architects chosen for their track record of high quality design. A commercial developer was selected for the major retail site via the OJEU, based on an agreed legal framework and the adopted planning principles.
