We applaud the strategy to provide a legacy lighting proposition with temporary additions in Games mode. The question which arises is whether in overall terms the many individual lighting design elements will be greater than the sum of their parts. We note the Arts & Culture acknowledgement in the document and we agree that lighting is far more than a matter of technical compliance. We wonder how the ODA plans to assess the look and feel of the work contributed by the many different hands.

This is not an area where CABE claims particular expertise. However, we believe that an appropriate lighting designer should be engaged to assist the ODA in making assessments of the creative impact of work being undertaken, for instance, the nature of light at dusk and at night.
