CABE enabling worked with Norwich City Council to create an outline masterplan for the St Stephens area of the city.
The process included specific objectives and procedures that promoted design quality, and a robust procurement strategy.
CABE were able to match the council’s keen enthusiasm with experienced advice about working on such a large-scale project. With CABE support, the council was able to emphasise to stakeholders the importance of design quality and the specific benefits of a cohesive masterplan for the long-term development of the area.
The result was the successful appointment of an appropriate design consultant, well briefed to develop an outline masterplan aligned to the council’s objectives.
The outline masterplan was widely consulted on and received broad support for its proposals, vindicating both the procurement strategy and final choice of consultant. These significant impacts were achieved with 10 days of CABE enabler engagement over a period of six months.
