Background

The 2005 masterplan identified priorities and provided a strategic framework for development in the town centre but failed to include:

  • standards for design quality,
  • an integrated approach to the public realm and access
  • recognition of the town’s unique culture, assets and urban form
  • an implementation plan.

This undermined the potential for transforming the town centre into a thriving place to attract investment and meet the needs of a growing population.

Kettering Borough Council discovered, through discussions with developers, that a clearer and stronger approach to developer procurement, site assembly and design policy was needed.

Finally, relationships needed to be built with key agencies like the North Northants Development Company, the East Midlands Development Agency, and English Partnerships.
