II.1.5) Short Description of the contract or purchase(s) Road Speed Management Research. From 1 April 2007 safety cameras are to be integrated into the wider road safety toolkit and funded through the Local Transport Plan system. Authorities, the police and the other agencies who work with them to improve road safety will be given much greater flexibility to use this funding to pursue whichever locally agreed mix of road safety measures will make the greatest contribution to reducing road casualties in their area. These changes will place increased emphasis on effective monitoring and evaluation at all levels, taking into account accident occurrence and driver behaviour. Research is now needed to assist authorities to meet these demands by providing guidance that will help them to: a) compile and analyse relevant data relating to speed management; b) formulate the most appropriate and cost-effective speed management strategies and interventions; and c) monitor and evaluate these strategies and interventions. The monitoring and evaluation process will need to consider known issues including differences between: rural and urban situations; network and link effects; short and long term effects; local and wider (i.e. 'migration') effects. The research will have three principal objectives: 1. To produce a framework to enable authorities to compile and analyse data relevant to speed management; and select speed management interventions, programmes and strategies that are appropriate and meet local needs; 2. To outline a methodology that will enable authorities to formulate, monitor and evaluate the effectiveness of speed management interventions, programmes and strategies; 3. To demonstrate how this can be used to inform the development and delivery of future programmes and strategies. The duration of the contract shall be 18 months with the possibility of extension to undertake additional related work. Transport systems consultancy services.
