Public Sector Information Holder: Election Commission

Information Asset: Postcode look up for new 2010 electoral constituency boundaries including Northern Ireland, matched to 2005 boundaries.

The problem

Currently not available for commercial gain and nobody replied to my email to electionmaps to discuss a license.

My ideal solution

Free up political data before the elections.

What I would do

I would use this to spread information about the candidates in the forthcoming election.

Address Data

Information Asset: UK Domestic and Business Address Data

The problem

The Royal Mail holds information on all known business and residential addresses in the UK (more than 28 million addresses), supplied to it free of charge by local authorities (local authorities create addresses, Royal Mail adds the postcode) - yet much of this information is then not freely available for re-use.

Royal Mail currently allows very limited free searching of this information via the “Address Finder” on website (15 searches a day) or it imposes substantial charges for unlimited searching via an encrypted CD supplied database. Even local authorities have to pay for data they largely provided initially.

My ideal solution

Due to the size of the dataset, making it available to publicly download is not practicable. Ideally, the dataset should be available on CD on request, at cost only. Searches of this dataset via the Royal Mail website should also not be subject to a daily limit.

What I would do

Develop free web applications similar to the Danish KRAK system - http://www.krak.dk/ that provides free access to this data.

Information Asset: Postcodes to administrative areas

The problem

At the Open Knowledge Foundation Workshop on Finding and Re-using Public Information, a list of 15-20 key government / public datasets were identified. This is a basic dataset for geo-coders - given a postcode what administrative district does it lie within. A wide variety of applications and campaigns need this information, from improving policing to cleaning up litter.

My ideal solution

That the dataset provided by Ordnance Survey is made available free of charge, particularly for non-commercial re-use, and supplied on the web.

What I would do

Many of the suggestions made as part of the Show Us a Better Way competition.

Postal Address Files

The problem

Historically UK citizens have not been able to access information pertaining to the UK postcode system, such as the mapping of these to the areas/co-ordinates they bound.

My ideal solution

Ideally the PAF main file available to download, this contains location information and then can be used in conjunction with OS Mapping etc. The royal mail do have this information available, but to date have not released it. If it could be released under some form of license, such as disallowing companies to utilise it (and therefore not affecting their sales of the PAF) then perhaps we will end with a happy compromise.

What I would do

It would be a resource for all, to allow them to provide more detail location information/context and surroundings of their areas.

Post Office name, address and opening times

The problem

The Royal Mail provide a branch finder for information on the individual branches, however they won't provide a complete list. The did however confirm that the information is open for reuse: http://www.whatdotheyknow.com/request/address_and_opening_times_of_pos

My ideal solution

A database readable file of every branch with opening times and ideally other information such as number of kiosk windows.

What I would do

I would use the information to show people the nearest Post Office branch which is open now.
