The problem

The Office for National Statistics holds a large set of geographical boundary data - administrative, electoral, statistical, health and other datasets - most of which is available on CD free of charge to the general public, but only on request.

If it is free, why can't it be made available for download? Surely that would reduce admin costs?

My ideal solution

Each dataset available from the ONS website by clicking a button.

What I would do

I would mashup with data.gov.uk datasets to understand what is happening in my local area.

The problem

The Proceedings of the National Assembly for Wales has a 'copyright waiver', but this waiver makes the proceedings incompatible with free / open-source software because of restrictions on use.

My ideal solution

My ideal solution would be to release the proceedings under dual licence... CC-BY-SA and GNU GPL. Obviously these are copyleft licences, those which I favour. I would be happy with a non-copyleft free/open licence, such as CC-BY or LGPL, or the MIT licence. Anything GPL-compatible I would be delighted with.

What I would do

I would use the information to make free machine translation systems between Welsh and English.
